Murphy’s Law of Baking.

When you are making dinner rolls from scratch for 6 or more people, the dough will not rise enough to fill all twelve spots in the pan, resulting in a low roll-to-human ratio.

When you are making dinner rolls from scratch for 4 people (in this case including two diabetics watching the carb intake), you will have fantastic dough that allows for the full twelve rolls.   Of course.
